III. Supplier Qualification Conditions

(I) General Conditions for Qualified Suppliers

1. Have the ability to bear civil liability independently;

2. Have good business reputation or social credibility;

3. Have the necessary equipment and professional technical ability to perform the contract;

4. Have the second-class qualification of professional contracting for building decoration and decoration engineering;

5. Have a good record of paying taxes according to law;

6. There is no record of breach of trust.

7. Comply with other conditions prescribed by laws and administrative regulations;

8. Consultation documents were purchased as required.

Note: Where the person in charge of a unit is the same person or different suppliers with direct holding or management relationships, it shall not participate in the procurement activities under the same contract.

IV. Access to registration and consultation documents

1. Registration time: From the date of publication of the consultation document until February 7, 2026, 10 : 00--12 : 00 a.m. and 14:00 - 17:00 p.m. daily.

3. Materials to be submitted for registration:

(1) Scanned copy of the business license;

(2) Identity certificate and power of attorney of legal representative;

(3) Relevant certification materials that meet Article 3 "Qualification Conditions for Suppliers" of this Proclamation.

4. Obtain files. After the application materials are reviewed and approved by the purchaser, the consultation documents will be sent to the qualified suppliers' mailboxes by email. Those who fail the review will not be issued.

5. The fee for the tender (consultation document) is RMB 0.
