NIDA Technical Committee's 2nd Plenary Meeting Successfully Held

[September 26, 2025, Beijing] On a clear and crisp autumn day, the second plenary meeting of the NIDA Technical Committee was successfully held in Beijing in a hybrid online and offline format. More than 30 experts and representatives attended the meeting from organizations including the China Academy of Information and Communications Technology (CAICT), China Electronics Standardization Institute (CESI), China Mobile Communications Group Co., Ltd., China Telecom Corporation Limited Research Institute, China United Network Communications Group Co., Ltd. Research Institute, Jiangsu Future Networks Innovation Institute, Huawei Technologies Co., Ltd., and ZTE Corporation.

The meeting featured six main agenda items and twenty-three specific topics, achieving several important outcomes: 1. The official establishment of the Cybersecurity Working Group; 2. Approval of six standard project initiations; 3. Review and release of six standards; 4. A joint discussion on the standard planning blueprint for the Technical Committee for the next 1-3 years.


At the beginning of the meeting, Mr. Deng Yi'ou, Secretary-General of NIDA, delivered an opening speech. He first extended a warm welcome and sincere thanks to the attending experts and committee members. He pointed out the current gap between network technology and industry application, noting that innovation investment has not been fully translated into value. He expressed the hope that, through the development of standards on the NIDA platform, the maturity of new network technologies could be promoted, fostering a virtuous cycle for network technology innovation. Deng Yi'ou emphasized that the standardized and efficient operation of the Technical Committee and its working groups is crucial for high-quality standard output. He thanked the experts for their strong support and looked forward to collaborative efforts to jointly promote network innovation and development.


Mr. Zhu Yongqing, Executive Committee Member of the NIDA Technical Committee and Director of the Network Center at China Telecom Research Institute, served as the host of this meeting. In his remarks, he welcomed the experts and stated that the Technical Committee is an important platform for gathering insightful individuals from the industry, building consensus, and jointly planning for development.


Subsequently, the meeting proceeded to the report and resolution session for the establishment of the Cybersecurity Working Group. The preparatory work for the Cybersecurity Working Group was previously organized by China Electronics Standardization Institute(CESI), China United Network Communications Group Co., Ltd., the APAC IPv6 Council, and Huawei Technologies Co., Ltd. The Cybersecurity Working Group aims to play an active role in guiding the healthy development of the cybersecurity industry. Through the NIDA platform, it will achieve effective alignment with china and international cybersecurity standards organizations, jointly contributing to the high-quality development of the cybersecurity industry. Following this, Mr. Liu Chunchi, Secretary of the Cybersecurity Working Group, presented a work report on behalf of the working group. After a vote by the meeting, the Cybersecurity Working Group was officially established, and three standard proposals were approved for initiation.


During the standard release review session, the meeting reviewed and approved the following six standards:

· 《Next Generation Network for 5.5G Era (NET5.5G) Deployment Guideline》

· 《Technical Requirements for Metropolitan Area Network Construction for Computing-Aware Services》

· 《Key Capability Test Methods for Intelligent Computing Data Center Networks》

· 《Technical Requirements for General Computing Data Center Network Construction》

· 《Evaluation Indicators and Test Methods for Campus Area Networks》

· 《Technical Requirements for L4 Operations Based on Agents in Campus Networks》


These standards cover the research outcomes of four working groups. The review session was conducted in a lively atmosphere, where attending experts provided numerous valuable suggestions regarding standardization, implementation and promotion, testing, and verification, ensuring rigorous scrutiny for high-standard outputs.In the standard project initiation session, the meeting reviewed and approved three industry standard proposals:

· 《Test Methods for L4 Operations Technology Based on Agents in Campus Networks》

· 《Technical Requirements for Distributed Training Wide Area Networks for Remote Diagnosis and Treatment Based on AI Large Models》

· 《Technical Requirements for Smart Hospital Campus Networks》

The proposal content focuses on the currently popular agent technology and encompasses two key standards from the Healthcare Industry Committee, also marking significant progress in the implementation of healthcare industry standards.


During the standard planning discussion session, the Network Evolution Working Group, Autonomous Networks Working Group, DCN Working Group, Campus Network Working Group, and the Cybersecurity Working Group respectively reported their standard plans for the next 1-3 years to the attending experts. Over the next two years, it is expected that more than 30 high-quality network construction standards and over 10 technical reports will be initiated. The content will cover technical fields such as campus networks, DCN, autonomous networks, and Wide Area Networks, as well as industry applications including education, healthcare, and finance, promoting a more systematic and complete NIDA standards system with closer integration to industries.


In the final open discussion session of the meeting, Mr. Ma Junfeng, Chairman of the Autonomous Networks Working Group and representative from China Academy of Information and Communications Technology(CAICT), pointed out the need to strengthen cooperation with international and domestic standards organizations, learn from international advanced experience, incentivize member participation, and enhance the organization's brand influence. Experts including Mr. Luo Jian from ZTE Corporation, Mr. Wang Shaopeng and Ms. Chen Jie from China Academy of Information and Communications Technology (CAICT), Mr. Wei Liang from Jiangsu Future Networks Innovation Institute(FNII), and Mr. Fan Dawei from Huawei Technologies Co., Ltd., also spoke, offering suggestions on topics such as improving the efficiency of standards development tools, introducing international experience, standardizing standard activities, implementation and promotion mechanisms, and liaison management with international organizations. The discussion was constructive.


This meeting served as a systematic summary of the standard work in 2025, clarifying the work plan and development direction of the Technical Committee through collective brainstorming. It also marked the launch of a new round of work, charting the course for standard development in the next 1-3 years. The clarion call for progress has been sounded. It is anticipated that in the near future, NIDA will release a batch of high-quality standards, establish an efficient and standardized standards organization, and further enhance the alliance's brand influence.
